Where does the team use it?

Do we need licences for all of these?
Only for the surfaces you actually want. Most teams start with one — usually Claude — and add Cursor or Slack once people are using it without being asked to.
What about people who do not want another AI tool?
That is the argument for Slack. It is not another tool; it is the channel they are already in, and the answer arrives in front of the rest of the team at the same time.
Can different teams see different things?
Yes, and they should. Access follows the permissions you already have rather than a new set we invent, so nothing becomes visible just because it passed through an assistant.
